Does the Federal Review step take more than a few minutes to complete?

It has been clocking for about 10 minutes is this normal

No, that is not normal. Close the TurboTax window and then open a new browser window, sign back onto your online account - https://myturbotax.intuit.com/

So I filed my federal and state on April 14th. And I filed an extension on my federal. Every time I check it says started instead of filed
