How do I get my husband’s PIN if he has been incarcerated since the end of 2024 and never received one for this year and he can’t speak with the IRS or go online?

I filed both my state and fed taxes bc my local tax box was "wrong". They both were received 4/8/25, I got my state within weeks, but I am still waiting on my fed. Why??
