Does anyone know how or even if I can file Federal return electronically and file State return by mail? I can't find how to do it.

It looks like you can do that. As you go through the narrative under "File", it comes to a screen that asks if you want to efile or mail a return. This is asked individually for federal and state. If you chose to efile state, it then asks for payment info.

I do this every year.  I leave the box checked to file federal electronically and uncheck the box to file state electronically.  Then I just print the forms needed for filing for state (they will have mailing info and other instructions on the first page) and send them off.

Yes you can.  I e-file my federal return and mail my state return to avoid the fee for e-filing in Wisconsin.  The TurboTax instructions are very clear on how to do this and what documents you need.
