Sounds like this known problem
I think I found a bug in the Turbotax software. I have Home and Business 2021.
In the section about College Tuition and expenses, I can only enter the the expenses for my first child/student. When I try to enter expenses for my second child/student, the form cuts off at book expenses, and does not allow expenses for room&board. Seems to be a bug in the software. A third child/student would encounter the same problem. The form only works for the first child/student. I hope this can be fixed soon.

Sadly, there doesn't seem to be a better way to report a software bug, so this here seems to be the best I can do.
When you added the second student, they had to have scholarships, 529, or other income to apply towards room and board. Since room and board does not count towards any college credit, those expenses are only used when you have more income than tuition and you need to create more tuition money by taxing some of the scholarship, 529, etc. You only need $4,000 of education expenses to max out the credit.
The program does ask about room and board when you meet the qualifications to need it. I just went through the program, in Home and Business with no issues.
