I mistakenly chose "Tax Grant" then was prompted to upgrade. I don't have a tax grant, but I do have paid family leave in California: 1099G. Do I still need to upgrade?

No, you do not have to upgrade because you have a Form 1099-G. TurboTax Deluxe will allow you to file your tax returns that have a Form 1009-G

Do you know how I can undo the upgrade?

However, you cannot use TT Free (as asked in your other Q) if you have a 1099-G.
