If you are mailing in a state tax return, then you only need to include in the mail one Copy 2 for each W-2 that you received. Sometimes, the W-2 forms printed and sent to employees may have one form serve two purposes. For example, many W-2 form printing companies utilize one form to be used for both Copy 2 (to be sent in with state return) and the same form for Copy C (to be kept for employees records), but typically both purposes will be listed on the bottom of the form.
If your state return is being e-filed, you more than likely will not be required to mail in the Copy 2 of your W-2 to the state. You will want to review the instructions received along with your e-filed tax return summary.
