Do I have to pay a RITA tax if I live outside the city limits?

I live outside the city limits of Saint Clairsville Ohio. I work in Canonsburg Pennsylvania. I had taxes with held for the city of Canonsburg. Do I still owe Rita taxes to Saint Clairsville since I live outside the city limits?

TurboTax (TT) does not automatically prepare a city return, you must initiate it. At the screen, in the Ohio program, titled 
 "A few things before we wrap up your state taxes", you would have to scroll down to Ohio City taxes and click start. don't do that. Even then, TT cannot e-file an Ohio City or RITA return. It must be printed and mailed.
