No, you are not required to use TurboTax for a state tax return.  After you finish the Federal Review just click on the File link on the left side of the online program screen which will bypass the State tax return.

you can always prepare the return manually or use a different service which would require reentering all the federal data. you also won't be able to e-file if you used Turbotax to e-file the federal.
