Do I enter deductions on federal return if not doing federal schedule a, but want to add them to state return? Or will I be able to enter them on the state return?

Yes, you must enter your deductions on the federal return so that they will flow through to the state return. Even if you choose to take the standard deduction the itemized entries on schedule A will carry over.
