Do I enter both 1099-DIV's (one each from USAA and Victory Capital) for a fund that was transferred from USAA to Victory Capital during 2019?

I can't tell from the forms whether the
Victory data includes the activity of the fund while it was in USAA's jurisdiction, or whether it only includes the activities since they took charge of administrating the fund.

It would be unusual for each party to send a 1099-DIV for dividends paid when they were not the administrator of the fund. You would have to contact them to make sure. The IRS will receive both 1099-DIVs and assume the amount your received was the sum of the two 1099-DIVs. You should enter both 1099-DIVs.
