I can't finish and file my taxes because it won't let me get past this in the review! No matter what I do! Since I said yes to getting the 3rd stimulus check, I tried selecting no but then it said they would pay me $1400 which is inaccurate! Help! I already paid turbo tax payment.
You are correct, the screenshot you posted has nothing to do with the Stimulus. It refers to a 'Covid-related disaster distribution' (reported on Form 1099-R for 2020).
If you did not take a retirement plan distribution in 2020 and elect to pay the tax over three years, you may have accidently indicated YES to that question in TurboTax.
If that applies:
If you're using TurboTax Online, close the program, clear your Cache and Cookies and re-visit the review.
If you did take a 1099-R disaster distribution in 2020, Form 8915-F to report this in your Federal return will be available 3/24/22, so you can Efile after that.

@Danielleec First, did you take a distribution from your retirement account in 2020 and then decide to spread the taxes out over three years? That is what this question is about - NOT the stimulus.
If you did not get money from your retirement account last year then you need to follow the instructions from @AnnetteB6 that are above.

These steps dont work! Ive tried for over a week every solution the so called “experts” provide and not one has worked! Ive also spent 3 days on the phone with tech and customer solution, without any solution!!
Any idea on when the software will be updated to support the 1/3 disaster relief payments for those of us who took money out of retirement?
Disaster Relief for Form 1099-R should now be available in both online and desktop versions of TurboTax. Please do try the return in Review and see if it will now pass without flags and allow you to file.
What if you’ve already paid it off? Do you still mark that?
A disaster distribution allowed you to spread a distribution from your pension funds between 2018 and 2020 over three 1040 tax returns.
Is this what you are referring to? Please clarify.
If you did not receive such a distribution or if the full distribution has already been taxed, you may mark No.
If some portion of the distribution has not yet been taxed, IRS Form 8915 will be needed to complete your tax return but that form is not yet available. See this TurboTax Help.
As of 3/23/2022, the Deluxe desktop version does not have Disaster Distributions listed in 1099-R forms. My software reports that it is up to date. When performing a review of my Return, TurboTax reports that the Disaster Ret form will be ready soon.
Great news! The IRS created new Form 8915-F to replace Form 8915-E. This form will be used for anyone who chose to take a distribution from their retirement and spread the taxable amount over three years. It will be available for e-file as well.
It was recently (approximately 10 days) taken out of draft and finalized. TurboTax has an available date of March 24, 2022. Continue to check the availability date by using the link provided.
When entering your 1099-R in TurboTax CD/Download, you’ll be asked Was this withdraw due to Covid-19? On the next screen, it should ask you Did you test positive for the coronavirus in 2020? However, some users are reporting they aren’t being asked that second question.

What is the timeframe on being able to e-file if an actual IRA distribution was taken under the disaster/COVID program? Have been told "any day now, just keep checking!" for the last month plus and still nothing. Do you happen to have any timetable?
Form 8915-F is available as of today.
