It was "removed" because too many users were tracking it screen by screen, and not understanding what TurboTax had to do behind the screens.
This caused a lot of unnecessary concern that TurboTax was not working properly as well as a huge number of questions to the Community.
A very common example was when users entered their W-2 with an HSA contribution (code W) in box 12, they did not understand why their refund decreased, if HSA contributions were not taxable.
It was because the code W amount is actually taxable on your return until the taxpayer shows that he/she has the proper HDHP coverage in the HSA interview, at which point the refund goes back up.
Because the Refund Meter was there, users were making all sorts of assumptions that weren't true. So it was not "removed" so much as hidden.
You can see it any time you want to by clicking on Review (or Federal Review), TurboTax will give you your summary to that point and your refund.
