Did not receive 1099-G for my husband for 2021. I wrote twice a certified letter with return receipt to State of Florida DEO in Tallahassee, but did not get a response. The state of Florida has a new system, IDMe, but
my husband passed away last year, so there is no possibility of using that system.
I need to file a joint return, but I am still waiting for this 1099-G. If I do not get it, should I file without it?
I have the receipts to show that I wrote them the request for the 1099-G, I tried calling, but no one answers the
phone.

Even without the 1099-G, I would file and make a good faith effort to report the income. The IRS may eventually correct the tax return. They paperwork you retain with your tax records will demonstrate your good faith if penalties need to be waived.
Do you know how much was received from bank deposits? Were any taxes withheld or other fees withheld?
You may have the The Florida Department of Economic Opportunity address and EIN on a previous year's tax return or they may be available online.
