Did I file last year with form 8962 and if I did I need to download it

No one from TurboTax has access to your prior year tax returns.  Only you can access those returns.

To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/

Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show.  Click on the Year and Click on Download/print return (PDF)

If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created.  TurboTax does not store online any returns completed using the desktop editions.

A Form 8962, Premium Tax Credit is only completed by the TurboTax program if you entered a Form 1095-A.

If a Form 1095-A was not entered then there will not be a Form 8962,

A Form 1095-A is received from one of the state Marketplace Exchanges if you applied for and received health insurance from the state Marketplace.
