I need to file Forms 1099 (-DIV, -INT, -B) for IRA and Investment accounts. Will TurboTax Deluxe handle that? Or do I need Premier? Thanks.

If you use the ONLINE version the 1099-B will require the Premier program.
If you use the DOWNLOADED/CD version then ANY of them will work.
You don't need to report any 1099 you get from IRA or 401K accounts. Unless you get a 1099R for distribution, rollover, transfer, conversion etc. You can enter other investment 1099Int or 1099Div into Deluxe or higher. If you get a 1099B for sales you need Premier in the Online versions. Or any Desktop program. All the Desktop programs have the same forms.
My bad mentioning IRA -- Same fund manager for that and my Investment Account. Thanks for clarifying need for the 1099-B.
