To answer my own question the answer is NO!

 

Ever since I claimed nearly $800 in deductions due to charity donations in 2016 Turbo tax has refused to add any deductions to my return.  I have filed with them every year because I had no reason to trust other tax accountants! But Turbo tax has gone off the deep end. It does not matter how much proof I do have that I did donate, they will not and have not added charity donation deductions to my taxes for the last 4 years!!!!

It doesn't quite work that way. 

You may enter all the charitable contributions you made throughout the year. 

You do that by clicking Federal, 

then Deductions &  Credits along the top

Scroll down to "Charitable Donations" and click Show more

Scroll down to "Donations to Charity in 2019" and click Start

 

Now AFTER you enter the donations, (and other things like Home Mortgage Interest and Medical Expenses) you will get a choice of taking these Itemized Deductions, OR the Standard Deduction. Whichever you choose is what is subtracted from your income. (look at your 1040 line 9)

Next, the tax on this remaining income is calculated and it goes from there. 

Deductions are NOT added to a refund. Never have been.
