Maybe. If she is not your dependent, and not eligible to be your dependent, it appears that she would qualify as long as she has some earned income. However, there is still a lot yet unknown about the CARES act as it applies to many taxpayers in unusual situations.

If she has the option to file using the Foreign Tax Credit rather than the Foreign Earned Income Exclusion (FEIE) this is likely to be the better choice for her when it comes to receiving the stimulus funds but she may wish to wait until more is know for certain.
