COVID Roth IRA not distributing over 3 years. How to fix?

This is a continue from this unresolved discussion regarding the new Covid Distribution. When the question comes in TurboTax "Do you want to Pay all the tax this year" It says "'Name' reported $0 as a Covid-19 distribution....

My total Tax amount appears to be in line with what I expected for the total three years but TT is just not spreading it out properly.  When I check the box (as a test) to tell it not to spread it out over three years it does not change and keeps the same number.  I posted my form numbers in the discussion link above.  I followed the normal questioning via the assisted so I am not sure what the issue is. Maybe its just a bug?

I may have figured out my own problem.  The issue was on Form 8606.  Line 25b was blank for some reason and should have listed the total taxable amount.  Now I just need to look for other issues that could cause a problem.
