It is asking if I was covered by a HPHD plan I was covered under my wifes plan

If you were covered by a plan personally or with your spouse you can answer yes you were covered.

If you were covered under your wife's plan, but you did not have separate HDHP coverage in your own name, answer None to the question about whether you were covered under a HDHP plan.  Otherwise, there may be a message generated that says 'there was a lapse in coverage'.
