Could not efile one or more formats?

my transmission didn't go through it is saying because of one or more transmissions? I dont understand

You are receiving this message because one of the forms needed to complete your return may not be finalized by the IRS yet. You can check the Review section in TurboTax to see which forms you are needing.

I've tried the suggestion to check the review section to see what forms are missing, and that check showed me that all my data was complete.

I have been trying to submit my taxes for a month and have received this error message every time. Given that I have been trying March-April to submit my taxes, I would expect all formsets to be established by now. Please advise.

This error can also occur if you are filing state tax return but the payment for the state program has not been registered in TurboTax.

Delete the state tax return and then complete the state return again. Then go to the File section and it should ask you for payment for the state program only. Once paid you can e-file your tax returns.
