I need my prior year taxes from 2008/2013 stating where I was working at the time since it was the va hospital it’s a government agency and need to upload it to my loans

My broker's Consolidated 1099 is in PDF format. Can I upload that, or do I need to convert it to CSV or something else?

I am converting to TT online. It directed me to upload my last year TT 1040 PDF file. Tried to do so with my 2020 return and it does not recognize it. What can I try?
