Claiming a foster child

We have been fostering a child for 2.5 years now (not a kinship, we're certified foster parents through state), so she was with us the whole year last year. I select her as a daughter and a foster child, then say she stayed with us the whole year and that whole year was in the USA. On the next screen TurboTax tells me since she did not live with us for more than 6 months, she does not qualify as a foster child. How can I fix this, is this a bug?

Forgot to say that she is 3 years old.

You should not have gotten that message based on what you said.  I suggest you delete the dependent entry and re-enter the information again.
