Claim Estimated tax payments from 2019

I accidentally paid $600 in estimated tax payment 2019.

Can I still claim it for 2023 tax return? I would like to get my $600 back.

No.  You cannot claim an estimated payment you made in 2019 on a 2023 tax return.

Did you file a 2019 return?  That would have been in 2020.  The IRS would have added it to your 2019 return and increased your refund or reduced a tax due.
