I know that because I had Frontline Worker Pay this year that had to be reported on FEDERAL ONLY" that I had to pay the additional $59 to file federal, but as it isnt filed on state, why was I required to pay the additional $59 to file state?

Sounds like you are using TurboTax Online Deluxe for which there is a fee of $59.00 to prepare your federal return. Your state return is not included in that price. To prepare your state is an additional charge of $59.00.  You can view the TurboTax Online pricing structure by clicking here.
