Charged for FL tax return

We were charged for completing a FL Tax Return but nothing prints.  We do have a rental property in FL starting July 2016. Do we need to file a DR-405 and if so why didn't it print? 

Edited to add: If we did not need to file these forms, why were we charged for the return?

Because Florida does not have an individual state income tax the only reason to file a state tax return in Florida is if you have a Florida-located business, rental property, or farm. In that case, a Florida Tangible Personal Property tax return may be due.

In any year the assessed value of your business tangible personal property exceeds $25,000, you are required to file a return
