So we lived the whole year 2021 in NJ, and we moved to DE on 1/1/2022.
While we filing the 2021 tax return now, for the federal and NJ 1040 do we use the old NJ address or we can put the new DE address?

You definitely need to use your new address if you have moved. IRS will use the address on the most recently filed return to send you notices if necessary. The same should apply to your previous resident state (NJ). Your resident state for tax year 2021 should be NJ because that was where you resided on the last day of 2021.
also, file a change of address form with the USPS.
