CARES act 3-year tax payback question

I withdrew from my retirement in 2020 and spread the tax payment out over 2020, 2021, and 2022 tax filing years. This year, I am being told that I have to fill out another CARES act form. I have met the requirement, why do I have to fill this out again?

The Form 8915-F Worksheet and the Form 8915-F along with the Form 1099-R were transferred from the 2022 tax return and need to be deleted.
