Cant efile return - not clear

"Our records indicate that you are not entitled to efile one or more formsets"

Its not telling me what form is causing this or why, I deleted and restarted my state return but still an issue. Any ideas? Was on call with two reps and they are also clueless.

This may indicate an incomplete or missing form. I suggest re-doing the Federal Review.
