Cannot edit State

UPDATE- it suddenly started working after I closed and re-opened TT several times.

I downloaded my free state (VA). TurboTax shows me the amount of the refund, but I cannot select the EDIT button to work on state. I click EDIT and nothing happens. I saw some posts from previous years saying I could "Add a State" and that would let me edit my state return. But when I do that, it takes to a payment page as if I am going buy another copy of Virginia. Any thoughts?
