If you use a home office to manage your rental property you generally cannot claim the home office deduction on your Schedule E.  However, if you add a Schedule C you can also deduct expenses for travel and general supplies.  You can fund it as a fee from the rental properties.

I am retired and use the RV Park as supplemental income. In research on google. I came up with Schedule E line 19. Write in Home Office and claim Max $1500 . Is this considered a alternate to Schedule C.

No, you can not put your Home office deduction of $1500 in Schedule E Line 19.  This is not an alternate to Schedule C.  The home office deduction is reported on Form 8829 and is available to self-employed taxpayers filing Schedule C.

You can claim a home office deduction for a rental property if it qualifies as a trade or business.

Community member @Carlyn51 referenced a Tax Court case called Curphey v. Commissioner, 73 TC 766 where the Court allowed a home office deduction because the home office was an ordinary and necessary expense for carrying on a trade or business.
