It's not completely clear what screen you are referring to. Are you referring to the My Info section on a screen that says "Enter your current mailing address?" If so, the very first box on that screen is titled "Type of mailing address." You can select the type there. If your mailing address is in the USA, that top box should say "U.S. address". If "U.S. address" is selected there, it won't ask you to name a country.
On the other hand, if on that mailing address screen a lower "country" box is asking you to choose from a list of foreign countries, does that first box mentioned above perhaps say "Foreign country" instead; i.e., the wrong type of address? If the "type" says "foreign country," then the USA will not appear in the dropdown list of countries in the Country field because it would think you have a foreign address.
