Yes.  Towards the end of the California interview, you will find a screen entitled "Do You Want to Pay California Estimated Taxes for 2017?".  This section can be found under ''Other Tax Situations''

Clicking "yes" will start a somewhat lengthy interview to help you estimate the amount of tax you want to pay in 2017 with estimated tax payments, along with a screen that lets you enter any payments you have already made.
