can't install a state return

I bought TurboTax Deluxe Federal 2019 PC (E-Delivery) from Costco by mistake. After I realized it did not include state return, I un-installed it from my computer using Windows 7 native "Uninstall a program". Bought a Home&Business version and installed. It shows that IL has been downloaded, but whenever I try to work on IL state return, it always try to re-download it again, and then a pop-up screen saying "Your software is up to date". then it returns to the original State Return page. I can't go any further on State Return page (looping ...). Both version are e-delivery.

I am using 64-bit Windows 7 if it matters. Please help. Thanks

You can contact Product Support and a representative will be able to apply the purchase price of your CD to the Online version of your choice.

2.Click Contact in the upper-right corner of your screen.
3. Click "Contact Us"
4. Enter a brief description of your problem and follow the prompts to "Request a Callback"

I bought CD turbo tax with the state but i'm having trouble installing the California state can you help me please

I am having the same issue as the OP but for the CA as asked by the 2nd poster... any ideas?

Bought Ecopy from turbo tax down load for "home and business". Install, go through all of federal, make it to state, says I need to download it, click "start" goes through process, confirm downloads, then says "software is up to date. See below for process, and I can not get the state version actually installed. Looked in the forms folder, there is no CA_19 forms installed or the like.
