It's not clear exactly what you mean by "will not allow me to load my data."
Do you have a copy of the .tax2018 tax return file for the return that you started? When you use the CD/Download TurboTax software, the only copy of your tax return is on the computer that you use. TurboTax does not have a copy of it. If it was on the crashed drive, and you do not have a backup, then it's gone, and you have to start over.
If you do have the .tax2018 file, what exactly happens when you try to open it? It will not appear on the opening screen in TurboTax. You have to use File > Open Tax Return on the menu to open it.
If the .tax2018 file includes a state tax return, you have to install the state software before you can open the file. If you get Error 190 when you try to open the file, it's because of the state return. See the following FAQ for more information.

If this does not solve your problem, tell us exactly what you are doing to try to "load your data" and exactly what happens when you try. Also tell us whether you are using Windows or a Mac.
since you say you had to reinstall TT, you must be using the desktop version. did you replace the drive? if not, there could be corrupt files on it necessary for TT to operate properly. reinstallation may not have replaced the bad files. if you did, did the .tax 2018 tax file come off the bad drive? it so, it's likely the file is corrupt. There is no way to repair it. sorry.
Error 190 prevents continuing with 1040.tax2019 return in process. What is the next step? I have a return in process where I have been given more data. I can not get past error 190. I see where that is about a state return. I have two state returns already downloaded. What can I do to fix the problem? Telling me that this is about a state return does not provide a usable answer.
After you get the program installed the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW TAX RETURN)
Then go to FILE -Open and find your return.
