Can't file because Form 8453 is not available?

When I try to efile federal and NC returns (or print to file), TurboTax says form 8453 is not yet available and I must wait, but it's been saying this since March which makes me think there is some kind of bug.  Nobody else seems to be reporting this issue.  Says the form will be "Ready soon".

I believe this is related to a microloan writeoff from prosper loans, but not 100% sure.

Make sure your TurboTax software is up to date. On the Online menu select Check for Updates. You have to be connected to the internet to get updates.

This is not the issue.  My software is up to date.
