Can't e-file state (North Carolina) even though Federal was e-filed successfully 3 weeks ago

Can't e-file state (North Carolina) even though Federal was e-filed successfully 3 weeks ago.

TTax desktop software says I need to e-file federal first. TTax check filing status shows federal e-file accepted.

I've wasted hours trying to fix this but nothing is working. Please help!
