This is most likely because the program is not going to let you file without a (current) 1310 with box B checked and that will require printing and mailing the return with the court appointment attached.

Unfortunately, that is not true.
I have a 1310 on file with the IRS from last year, and I checked box B, but it told me I cannot e-file unless I select box C - which says it is being filed by someone OTHER than the court appointed executor. So just for fun, I tried filing that way and it said I can't file for another person UNLESS I am the court appointed executor.
I called support and was given terrible suggestions that were irrelevant to what I was asking. I called a second time and was cut off before I could even ask. I called a 3rd time and also got someone with seemingly no tax experience, and finally, the 4th person gave me the link to refund my TurboTax purchase. BUT, when I did that, 2 days later, I got an email saying I was ineligible for a refund because I printed the forms (so that I would have my info saved).
This whole experience was a complete waste of time and money. Needless to say, I am a very unhappy customer and will likely file a claim with my credit card company. It's bad enough having to deal with the loss of my Mom, but this experience just added to the stress and frustration of a difficult situation.
I recently e-filed a test return with Box B checked. If you could not do so you either have some situation where the program is preventing you from e-filing or there is an input error at some point.
I printed form 1310 out…twice. I spoke with 3 reps on the phone, and none of them could figure it out. I ended up using a different service without any problems.
P.S. No input error as verified by the program and the 3 agents I spoke with.
