If you are self-employed filing a Schedule C and the expenses for your exam, online course, and membership fee are related to your self-employed business, then they are deductible as a business expense.
Otherwise, there is not a way to claim these expenses on your tax return.

I am not self-employed but I thought even if the cost of the certification program as education/tuition can be claimed as tuition. I was able to get the tax id of the school or company offering the program course so I can add to the tax. Is this ok?

If the educational institution is an eligible institution, you may be able to qualify for a lifetime learning credit. An eligible educational institution is one eligible to participate in the student aid program run by the U.S. Department of Education. If so, you would enter your expenses in TurboTax as follows:
