If you are referring to completing a 2023 tax return using the TurboTax online editions, the 2023 online editions are closed. The 2024 online editions should be available in early December 2024.

The answer to your question is Yes you can just complete and file the federal tax return using the Deluxe online edition without completing the state tax return, so that there will not be a charge for the online state program.
In the TurboTax online editions you complete the federal tax return section first, then go through the Federal Review section. Once the Federal Review section is completed you would need to go directly to the File section of the program. bypassing the State section, to file just the federal tax return.
And....do understand that if you are working on a 2023 tax return, it can only be filed by mail now. E-filing is permanently closed for 2023, so both your federal and state returns have to be mailed in separate envelopes.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
