Can I use an expired state issued ID to efile, even if a new ID was issued? I am unable to get to DMV to have a have the new ID reissued.

You are not even required to enter a driver's license or state ID in order to e-file your federal return.  You can skip that if you want to at least for your federal return.   There are some states that are really picky about the state DL or ID; if your state is one of those that insists on a current ID, you might have to file your state return by mail --- or go to the DMV and renew your ID in order to e-file.
