Last year I corrected the Turbo tax estimate for the Recovery Act Refund. BUT Turbo tax entered the estimate it calculated instead. The IRS got the error and billed me accordingly. This year Turbo tax calculates a "third" Recovery Act Refund that I should have received. If not, then it will enter that amount in my return. The problem: there was no "third" rebate! Not for me or for anyone.
Yes there is a 3rd Stimulus payment of $1,400 per person. The IRS sent them out starting in March 2021 based on your 2019 or 2020 return. It gets reconciled on your 2021 return line 30 as the Recovery Rebate Credit.
If you didn't get the full 3rd Stimulus payment in 2021 based on your 2020 income or qualify for more, you will get it on your 2021 return line 30 Recovery Rebate Credit if you qualify based on your 2021 income. See IRS question 2 here,

Next screen is for the Third Stimulus, if you qualify
Don't understand what happened on your 2020 return for the first 2 Stimulus payments. You only had to enter what you actually received and Turbo Tax would claim any missing amount on line 30. Sounds like you claimed too much on line 30. Maybe you missed entering the total you had already got. Like you might have got the second payment for 2020 after you filed. It came out Dec 2020 - Feb 2021.
