Can I Submit mail my Federal and then Efile my state?

I kept getting rejected when efiling:

"IND-996 - The Dependent/Qualifying Person Identity Protection Personal Identification Number (IP PIN) provided on the return is not valid"

Even after I got the IP PIN from id.me and add it to my return. When I called IRS, they couldn't figure out why, told me to file via mail to bypass the issue. But the State return needs me to print and attach all of my 1099s, just too much hassle. Is is possible for me to mail my Federal and then Efile my state? I don't see the option in TurboTax

If the federal tax return is not e-filed then the state tax return cannot be e-filed.

A state return cannot be e-filed unless the federal return has been successfully e-filed and accepted by the IRS.   If you file the federal return by mail you will have to file state by mail too.

When you mail a tax return you need to attach copies of W-2's and any 1099's that show tax withheld.   (even if it is a hassle--sorry).

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
