What bill? TurboTax fees? Federal taxes? state taxes? something else?
If you are referring to your Federal Tax bill, yes, you can contact the IRS @ [phone number removed] and explain that you cannot pay the entire bill at once and that you would like to set up a payment plan to make monthly payments. Keep in mind though, that you will be required to pay some additional interest over the duration of time that you are making payments. Due to COVID-19, the IRS is making some concessions in the form of lower interest and possible waived penalties. It will depend on your personal circumstances. However, don't wait - call the IRS as soon as possible to set up a payment plan. The sooner you call, the more the IRS will work with you to clear the debt.
We do not know what bill you are asking about. If you mean your federal tax due:

If you mean your state tax you will need to check with your specific state to see if they will allow you to set up a payment plan.
