You won't be able to e-file your State until your Federal return has been accepted.  You can print & mail your State.

Just to let you know, the IRS has deferred payments of taxes owed to 7/15/20, which means you can pay taxes owed by that date.  You need to file your return by 7/15/20.  If you decide to e-file your Federal return, then choose to pay your taxes owed by check.

When you are ready to pay:

You can make your payment when ready on the IRS website by direct debit, credit card, or direct pay.

Or, as stated above you can pay by check.  You will need the Federal payment voucher 1040-V to mail with your check.
