My macOS Monterey is now considered 'Vintage' & won't accept TurboTax for 2024. So I bought the download from Costco for my new Apple iPad, but can't get it to ask for the License Code. It just prompts me to sign up for the free version. Should I get a refund from Costco, or can I indeed successfully install on my iPad the TurboTax 2024 program I just bought from Costco?

No. Desktop software can only be used on a full PC or Mac, not on an iPad or any other mobile device. If you do not have a computer that meets the system requirements, seek a refund from Costco and use online TurboTax software instead. You cannot use the license key to pay for online TT.
