Can I file only a state return?

TurboTax does not have a stand-alone state tax program.  You would need to create the federal tax return first as the tax data from the federal return flows to the state return.  Then you can complete the state return.  The state tax return can only be printed and mailed if the federal tax return is not being e-filed.
