Unfortunately, the 1099-G is not something covered in the Free Edition. If you go here and scroll down, look for the words "tax forms". If you click there, you can see all forms included in the Free Edition.
According to the above from the turbo tax site you can file free with a 1099g for unemployment benifits. Why is the other person saying you can't?

You will receive a Form 1099G when you either receive a state tax refund or unemployment. Unemployment compensation amount will show on line 8 of your Form 1040. State tax refund will show on line 1 of your Schedule 1 which will also carry over to line 8 of your Form 1040.
