Yes, you can use Free edition to file a Form 1099-G. It is allowed. If this is an unemployment compensation, to enter, here are the steps:
In TurboTax online,
- Sign into your account, select Pick up where you left off
- Right upper corner, under Search, type in "1099g" then Enter
- Select Jump to link
- Follow prompts
If this is state refund related, here are the steps:
- From the top, select Wages and Income
- Scroll down to "Other Common Income and Refunds Received for State/Local Tax Returns"
- Select Start to continue
You will receive a Form 1099G when you either receive a state tax refund or unemployment. Unemployment compensation amount will show on line 8 of your Form 1040. State tax refund will show on line 1 of your Schedule 1 which will also carry over to line 8 of your Form 1040.
