You can e-file one state tax return when filing as Married Filing Separately.
The second link you referenced actually references the first link.
The mock second state tax return will need to be printed and mailed, but not the first state tax return. Your federal tax return is unaffected.
As I recall from your previous question, you are actually only filing one state tax return because the second state does not have state income tax.
