Yes, you can file now and pay the Federal taxes due at a later date. Once you have reached the end of your tax return you will arrive at the File section. When asked how you would like to pay your Federal taxes due you can choose the option I will mail a check. This will allow you to continue and submit your tax return.
Mail the check or money order to the IRS, along with Form 1040-V, postmarked by the April 18, 2017 tax filing deadline to avoid the late payment penalty.
The address to mail your payment will be on your Form 1040-V, or you can get it off the IRS 1040-V instructions (page 2)

do i just send the payment voucher with my check?
Yes. When you file, TurboTax will ask you how you want to pay your balance due to the IRS. You can elect to mail payment. You have until April 15, 2020 to get the check in the mail for a 2019 balance due.
Yes this is a better option since Intuit forces you to use their online credit card tax payment provider if you opt to pay by credit card which adds their markup percentage to credit card fees. What a scam. I purchased your software and again you want to make money on credit card fees and you forces me to use specific provider. This is **bleep**.

IRS should have their own software or send a filled return like European countries and if you agree we don't have to do anything such as filing as IRS has all the records.
